Dr. Jason A. Bulgin, Sr.

Senior Pastor

Dr. Jason Anthony Joseph Bulgin, Sr., born in Toronto, Ontario, Canada, is a pastor, leadership coach, and author dedicated to helping people grow in faith and purpose. The second child of Pastor Joseph A. Bulgin and Grace Patricia Bulgin, he was raised in a home deeply rooted in Christian faith and service.

Dr. Bulgin attended Crawford Adventist Academy before enrolling at Oakwood University in Huntsville, Alabama, where he earned a Bachelor of Science in Elementary Education. During his time at Oakwood, he experienced a defining spiritual moment that confirmed God’s call on his life for ministry. He later earned a Master of Christian Ministry and a PhD in Christian Organizational Leadership. His doctoral research focused on understanding denominational decline among Black emerging adults in the Seventh-day Adventist Church and identifying strategies to address it.

Dr. Bulgin began his ministry as a Minister of Music in Alabama and Ohio before transitioning into pastoral leadership. Today, he serves as the Senior Pastor of Capitol City Seventh-day Adventist Church in Sacramento, California, where he leads with a vision for spiritual growth, community impact, and multigenerational engagement.

In addition to his pastoral work, Dr. Bulgin is an author and a certified John Maxwell Leadership Coach who mentors leaders and organizations. His books include 25 and Counting: A Guide to Journaling and Reflection and Quitting Will Get You There Quicker: The Art of Strategic Quitting.

He is married to Jessica Delana Ellis, and together they have four children: Jordyn Naomi, Sabrena Janae, Joseph Delano, and Jason Jr. Outside of ministry, he enjoys writing music, outdoor sports, and reading.

Melvyn “Que” Hayden IV is a proud graduate of Oakwood University and a third-generation pastor who brings energy, creativity, and a deep love for people to everything he does in ministry.


Born in Michigan and raised in Maryland, Pastor Que grew up surrounded by strong community and faith. From a young age, he developed a passion for building meaningful connections, bringing people together, and creating spaces where everyone feels seen and valued. Whether he’s on the court playing basketball, hitting the gym, or just kicking it with friends and family, Que lives life with purpose and intention.


His journey took a powerful turn during his time at Oakwood. Not only did he grow spiritually, but it’s also where he met and married the love of his life, the amazing Deoline. Next to giving his life to Christ, marrying her is the best decision he’s ever made. Together, they reflect what it means to serve God with love, unity, and authenticity.


Pastor Que’s mission is simple: to inspire and encourage people through the gospel of Jesus Christ. Whether he’s preaching, mentoring, serving in the community, or having real conversations with young people, he wants everyone to know they’re deeply loved and have a purpose worth chasing.


In his family, in his ministry, and in everyday life, Pastor Que stays grounded in his faith. Everything he is and everything he does, he gives all the glory to God.
