Dr. Jason A. Bulgin, Sr.
Senior Pastor
Dr. Bulgin attended Crawford Adventist Academy before enrolling at Oakwood University in Huntsville, Alabama, where he earned a Bachelor of Science in Elementary Education. During his time at Oakwood, he experienced a defining spiritual moment that confirmed God’s call on his life for ministry. He later earned a Master of Christian Ministry and a PhD in Christian Organizational Leadership. His doctoral research focused on understanding denominational decline among Black emerging adults in the Seventh-day Adventist Church and identifying strategies to address it.
Dr. Bulgin began his ministry as a Minister of Music in Alabama and Ohio before transitioning into pastoral leadership. Today, he serves as the Senior Pastor of Capitol City Seventh-day Adventist Church in Sacramento, California, where he leads with a vision for spiritual growth, community impact, and multigenerational engagement.
In addition to his pastoral work, Dr. Bulgin is an author and a certified John Maxwell Leadership Coach who mentors leaders and organizations. His books include 25 and Counting: A Guide to Journaling and Reflection and Quitting Will Get You There Quicker: The Art of Strategic Quitting.
He is married to Jessica Delana Ellis, and together they have four children: Jordyn Naomi, Sabrena Janae, Joseph Delano, and Jason Jr. Outside of ministry, he enjoys writing music, outdoor sports, and reading.
Dr. Bulgin’s life reflects a deep commitment to faith, leadership development, and helping others discover their God-given calling.
